  • The Ambiguous Triumph of the “Urban Age”

    In its State of the Population report in 2007, the United Nations Population Fund made this ringing declaration:  “In 2008, the world reaches an invisible but momentous milestone: For the first time in history, more than half its human population, 3.3 billion people, will be living in urban areas.”

    The agency’s voice was one of many trumpeting an epoch-making event.  For the last several years, newspaper and magazine articles, television shows and scholarly papers have explored the premise that  because most of the world now lives in urban rather than in rural areas things are going to be, or at least should be, different.  Often the conclusion is that cities may finally get the attention they deserve from policy makers and governments.  This optimism dovetails nicely with a sizeable literature of urban advocacy chronicling the rejuvenation of central cities and extolling the supposed virtues of high-density city living, even predicting the withering away of the suburbs.

    This supposed triumph of the urban is fraught with ironies, however.   The first is that, rather than a simple rush of people from the hinterlands into the centers of high density cities, there has also been, within almost every urban area in the world, a significant move of the population outward, from dense city centers into peripheral suburban areas and beyond them into very low-density exurban regions.   

    We can use Paris as a typical example.  The city of Paris reached its peak population of nearly 3 million in the 1920s.  It has lost nearly a third of its population since then.  What remains in the city is a smaller and wealthier population.  At the same time the suburbs, accommodating both families of modest income forced out of the city as well as a burgeoning middle class,  have grown enormously, from two million to over eight million.  And this does not count a great deal of essentially urban population that that lives in a vast ring of exurban or “peri-urban” settlement.  Certainly the majority of “urban” dwellers in the Paris region do not live in the elegant apartment blocks along the great boulevards familiar to the tourist.   They live in houses or small apartment buildings in the suburbs and use the automobile for their daily transportation needs.

    In fact, Paris is a good example of an even more fundamental irony.  At the very moment when urban population has been reported to surpass the rural, this distinction has lost most of its significance, at least in many parts of the affluent world.  Two hundred years ago, before automobiles, telephones, the internet and express package services,  cities were much more compact and rural life was indeed very different from urban life.  Most inhabitants of rural areas were tied to agriculture or industries devoted to the extraction of natural resources. Their lives were fundamentally different from those of urban dwellers. 

    Today the situation has changed radically.  Most people living in areas classified as rural don’t farm or have any direct connection with agriculture.  They hold jobs similar to those in urban areas.  And although they might not have opera houses, upscale boutiques or specialized hospitals nearby, the activities that take place in these venues are available to them in ways that they never were before.

    I can confirm the way the distinction between urban and rural has broken down by looking out the window of the house in Omro, WI where I am staying this weekend.  Omro, population about 3000, is located 8 miles west of Oshkosh and is  legally a city under Wisconsin law.  It is also an “urban” place according to the Census Bureau which, like those of other countries, defines urban largely by density standards.   In the case of the US, this means, in simplest terms, a density of at least 1000 people per square mile or just under two people per acre. 

    At one time this 1000-people-per-square-mile figure did provide a logical demarcation line.  Above those densities were places that could afford urban services like public water and sewers, sidewalks, streetlights, municipal fire departments and libraries.  Below that level were places that either didn’t have these services or had to depend on faraway county governments.  Unless you were closely associated with agricultural production or other rural economic activities or you were wealthy enough to provide your own services, it was quite inconvenient to live in rural areas. 

    Today, the automobile, rural electrification, the internet and the rise of alternate and privatized services has transformed what it means to live in rural areas.  “Country living” today has few of the drawbacks that made it inconvenient for middle class residents as recently as fifty years ago, and the migration of so many urbanites into the country has blurred the distinction between urban and rural.

    The view out my window bears this out.  When I look one direction what I see are city streets and houses on land that is technically urban.  Of course, Omro, with a single main street, two traffic lights and only a handful of stores, is not at all the kind of place that most people associate with the words “city” or “urban.”  Like the majority of small urban places in this country, its densities are lower than those found in the suburbs of larger cities.   When I look out the other direction I see mostly fields beyond the city limit.  But, unlike the case in the past,  there is no sharp divide.  There has been a significant increase in the number of houses out in the area that is technically “rural.”  Some of these used to be farmhouses, but there are few farmers anywhere for miles around.  Most farming is now done under contract or  as a large industrial-scale operation.   

    Most of the houses in the “rural” area around Omro have been built in the last decade or two and never housed anyone with any direct connection to farming.  They are suburban in appearance and mostly inhabited by people who work at home, are retired or commute some distance to jobs spread across a vast swath of urban territory that stretches from Fond du Lac south of Lake Winnebago to Green Bay where the Fox River meets Lake Michigan. 

    The result is that today, as you drive outward from the center of Fond du Lac, Oshkosh, Appleton or Green Bay, the number of houses per square mile diminishes, but there is no clear break between city and country.  It is a crazy quilt of agricultural, residential and other uses.  Commuting patterns, if charted on a map, would form a giant matrix of lines running in all directions.  Whether one is in the center of Oshkosh or 50 miles away, however, one can still live an essentially urban existence.   

    This same diffused urban condition holds true for very large swaths of the United States wherever there is enough underground water to allow wells. It is particularly conspicuous in the older and more densely settled eastern part of the country.  A state like New Jersey exhibits a pattern of dense older cities, radiating suburbs, vast exurban territories and farmland and open space, overlapping in ways that confound traditional notions about what is urban and rural. In places like New Jersey, the census distinction has lost almost all of its meaning.

    I don’t mean to suggest that that the news that the majority of the world’s population is now urban has no significance.  In fact this move from the countryside to urban areas has been one of the defining events of world history over the last several centuries.  Although this process was mostly finished in Western Europe and the United States decades ago, it still continues in most of Latin America, Africa and Asia and accounts for a great deal of the dramatic upward surge in income throughout the world.

    Nor am I suggesting the demise of the great cities of Europe or America.  Far from it.  Many rich families in particular will probably continue to choose high-density neighborhoods like those on the Upper East Side of New York or the 16th arrondissement in Paris, although often with a rural retreat as well  As the world gets wealthier, more people may make a choice to live in this way.

    However, current trends give no reason to believe that places like Manhattan or central Paris are going to increase in population and density as part of a “back-to-the-city” movement.    As cities gentrify, they undoubtedly become more attractive, but increased demand leads to higher prices keeping out many families who might choose to live in them.  Furthermore, the gentrifiers tend to have smaller families than those they replace, and they also tend to demand  more room, larger and better equipped housing units, more parks and open spaces.  Because of this, the gentrifiers, citing the need to preserve existing neighborhoods, frequently put up all kinds of barriers to new development and increased population and density, particularly by less affluent citizens.  For all these reasons,  existing city centers in the affluent world are unlikely to accommodate a significantly larger percentage of the population.

    Even in the developing countries, as urbanist Shlomo Angel has shown, most cities are spreading outward at ever lower overall densities just as cities have been doing for many years in the affluent West. For those who don’t have a lot of affluence, and even some who do, low density suburban- and increasingly, even lower density exurban- living, remains alluring for many in both the affluent and the developing world.   In fact, we might even be seeing the initial stages of a major reversal of the kind of urbanization that characterized industrializing cities in the West in the 19th and early 20th centuries. The sharp increase in houses outside Omro may presage at least a partial return to a pre-industrial condition seen, for example, in nineteenth century America when people were more evenly spread across the landscape. 

    This continuing urban sprawl is, of course, deplored by many of those who celebrate the supposed triumph of the “urban age. “ Yet  as I have argued in my book Sprawl:  A Compact History, this phenomenon is by no means as bad as most anti-sprawl crusaders imagine it to be.  Continuing to spread the population could conceivably result in a more equitable, more sustainable pattern of living, particularly as renewable energy and other resources are harvested close to home with less need of the giant systems necessary to maintain our dense industrial-age cities.  In any case, despite all of the planning regulations put in place in cities throughout the affluent world to control growth at the edge, the periphery continues, inexorably, to expand almost everywhere. 

    Nowhere does the evidence suggest that we are witnessing the final triumph of the traditional high-density city.  In fact, the much-ballyhooed urban majority might be in great part a statistical artifact, a way of counting the population that over-emphasizes the move from country to city and fails to account for the powerful counter-movement from the city back toward the countryside.  Indeed the emerging reality of overlapping patterns of high density centers, lower-density peripheries and vast areas of very low density urban settlement, all of them interspersed with agricultural lands and protected open spaces, threatens to upend altogether the traditional notion of what it means to be urban.

  • Waging a Green Jihad on Suburban Homes

    It seems rarely a month passes without some new assault on the lifestyle and housing choice preferred by the overwhelming majority of Australians: the detached suburban home. Denigrated by a careless media as ”McMansions” or attacked as some archaic form of reckless housing choice which is suddenly “no longer appropriate” (according to some planning or environmental fatwa), the detached home is under a constant assault of falsely laid allegation and intellectual derision.

    The latest of these assaults is the form of a proposed ”green star” rating scheme for ”McMansions” which critics claim cost could cost homeowners thousands of dollars in devalued prices.  While the critics’ suggestions of financial hardship might be taking the possible impacts a bit too far, it is reasonable to challenge this obsession of regulators and green crusaders which view the detached home as some form of modern environmental vandalism.

    The very first (and what should be obvious) fact that escapes our planning cabal’s attention is that houses, or home units, or even office buildings for that matter, don’t use energy. Only the occupants in them and their behaviour consume energy. The dwelling itself can be designed for more efficient energy use by the occupants, for sure, but remember always that it is people who consume power, not buildings.

    That point was brought home, embarrassingly for our rampaging environmental and social crusaders, by no less than the Australian Conservation Foundation in 2007. Their “Consumption Atlas” revealed what came as a surprise to many, but which should have been widely understood from the start: that wealthy people who can afford to live in the expensive home units and townhouses of trendy inner city areas use much more energy, and have bigger carbon footprints per capita than their suburban counterparts.  More than that, it also revealed that inner city areas are “consumption hotspots” and smaller household sizes have greater environmental impacts than larger (chiefly suburban) households.

    The significance of those findings has been studiously ignored by the advocates of environmental engineering who claim that a leading virtue of wholesale change in housing type from detached suburban to high density inner urban  will be good for the environment. The facts, however, show that it ain’t necessarily so. If a large family of five, for example, (mum, dad and three kids) living in a four bedroom house with two cars in the suburbs produce a smaller carbon footprint than the DINKs and yuppies living in their city apartment, why aren’t the media, environmental and planning advocates asking more questions?

    At the time the ACF report was released, I was running the Residential Development Council, and  can still recall hearing the ACF’s key findings mentioned in some very early radio news bulletins on the ABC.  For some reason, the story quietly petered out but the ACF kindly had a version on-line and once I sent a copy to Demographia’s Wendell Cox, it went on to infamy. Wendell prepared a report analysing its “Housing Form in Australian and its Impact on Greenhouse Gas Emissions” online findings.  

    There have been other reports too, which have either been ignored (where their evidence doesn’t suit the cause) or attacked (if the evidence is clearly getting too close to the truth). If you’re remotely interested in some of the facts (as opposed to the parade of rhetoric in the mainstream media) have a look at the evidence in this study called ”The Relationship Between Housing Density and Built Form Energy Use”’ which you can find online here.  There’s a graph on page six which shows the dwelling operational energy (blue part of the bar) for apartments is roughly three times that of detached homes.  The suggestion that occupants of high density apartments will be less likely to use private transport is yet to be borne out by evidence, with the ACF report admitting that higher incomes allowed inner city residents more opportunity to drive despite the presence of convenient public transport and also (heaven forbid) to fly to places, than households with lower incomes.

    Common sense also comes into play. Consider the basic design of apartment buildings as opposed to the detached house. Cross flow ventilation in apartments is harder to achieve (unless it’s a penthouse occupying an entire floor) than in the detached home with windows on all sides. Then there are the energy uses that the apartment more or less makes essential. There is no room for a solar powered clothes dryer (a washing line) in the backyard. Instead, energy guzzling clothes dryers are practically essential, as are air conditioners, not just for individual apartments but also for common areas throughout the building (foyers and corridors). Lighting in common areas is also almost always permanently on. Lifts to move people up and down also consume energy – taking two people from ground to level 25 in an air conditioned lift produces a lot more carbon than walking up a flight of front stairs into the detached home, after all.

    I’m not proposing that the leftist green agenda which is waging war on the detached home turn the blow torch of blame to the wealthy, nor am I suggesting that there’s anything wrong with apartment and townhouse developments. But what’s wrong with letting market forces play more of a hand without the overt moralising and environmental hand wringing that seems to accompany decisions on urban planning policy? Is it really necessary to malign the detached suburban home, in order to make the alternative more attractive?

    We are talking about middle Australia – and their counterparts in the USA, UK and elsewhere – which is under the barrage of assault for having the temerity to choose a form of dwelling that actually suits them. The fact is that people prefer, in the main, to raise children in houses rather than apartments. They often like to keep pets and have a garden around them. The children tend to like backyards to play in. The cars these families drive aren’t a ”love affair” but a necessity – getting from suburban home to suburban workplace and picking up or dropping off children on the way isn’t very practical with public transport. But you get the strong impression, reading the constant digest of anti-suburban living parading through mainstream media, that mainstream Australians are a reckless bunch of self-interested misfits whose behaviour and choices need to be controlled by people wiser than them.

    And there’s one of the great ironies in all this: those who advocate denying housing choice and enforcing apartments over detached homes, public transport over private, and inner city density over suburban expansion, invariably seem to do the opposite of what they preach.  Next time you come across one of these green jihadists waging war on the suburban home (and the people who live in them), ask them if they live in a house or a unit, how many children they have, ask how many cars (or homes) they own, and ask what their power bill is like.

    In my experience, all too frequently the answer reveals itself as a case of “do as I say, not do as I do,”  which is just plain hypocrisy.

  • Applying Lessons from the UK Riots to Australia

    Many commentators correctly attribute the UK rioting to decades of misgoverning and miseducating youth. Contributing to this has been the breakdown of family discipline, the replacement of working fathers as role models and the creation of a culture of entitlement. Tony Blair has talked about a breakdown in public morality. Less convincingly, many on the left have attributed the cause to the social expenditure cuts of the Cameron Government, cuts that have actually made barely a dent in the proceeding Blair/Brown years of tumescent expenditure growth.

    Adding poison to the brew are government appointments and procedures that deflect police forces away from law enforcement into institutions that “reach out” rather than prevent wrong-doing, seek to understand miscreants rather than enforce the law, and try to contain disturbances rather than prevent them. The soft sociological and managerial ethos that has undermined policing in Britain is all too familiar here in Australia.

    But there are other factors at work. This is especially evident given the nature of those arrested. Many turn out not to be part of some jobless underclass but relatively affluent working people, some in their late twenties and early thirties.

    And the rioters are black and white – though hardly any Indians or other Asians. One reason for this is Asian family background, bringing values based on self-improvement by work rather than theft, reinforced by religious teachings, especially in the case of Muslims, the only group where a large majority are religious practitioners.

    While the complexion of the rioters will be subject to considerable analysis over future months, we can be confident about one hypothesis: few if any of the rioters own their own homes. This is because nothing engenders respect for property and others’ possessions more than people having a personal stake in property themselves. Property ownership – for most of us this means home ownership – is the key to creating a law abiding society. Where riots in England take place outside of areas other than those hosting electrical and sporting goods, they take place on council estates, in areas where people rent. If in owner-occupied housing areas, the rioters are outsiders.

    British families owning their own homes rose steadily up to the early 1980s, reaching 75 per cent. The figure has since fallen back to 70 per cent. More critically, the ability to get on the house ownership ladder has become increasingly difficult for large numbers of young people. Demographia reports that the average house in England now costs over five times the average family’s income. That’s up from three times the average family’s income 25 years ago. In London and other major cities the cost is much higher than this.

    Countless reports in England, Australia and the US demonstrate planning restraints over land use are the cause of houses becoming expensive. Governments do their level best to impose additional costs on house builders, especially through energy saving requirements, but the building industry is highly competitive and finds ways of largely offsetting these costs. However, when government regulations constrain the amount of land that can be built upon this engenders unavoidable costs.

    Ironically, after decades of acquiescing in creating shortages for new home building, the UK Government last month finally expressed a determination to do something about freeing up more land for building. That was met by the usual howls of protest from incumbent home owners wanting to avoid having “riff raff” moving close to them, barking on about preservation of villages and anxious to see a continued shortage of available properties in order to boost their own house values. But these self-centred blockages of new housing stock are contributing to an alienation of many people from mainstream values.

    British Labour Party leader, David Miliband, is arguing that a gulf between rich and poor is a cause of the rioting. He may well have home ownership in mind in offering as his solution, “we need to give people a stake in this society”. But “giving” is not a policy that will work. It morphs into an entitlement regime, which reinforces divisions within society and weakens the self-improvement ethos. Applied to housing, it is reminiscent of the US policy which required banks to make housing loans to those who were not credit-worthy, a policy still unraveling in mortgage defaults and collapsed price bubbles. Removing regulatory restraints that have driven housing prices into unaffordable ranges is the better approach.

    Not being a participant in a home owning democracy provides no excuse for trashing and thieving. But it is clear that there is a vast number of young people who have decided they are excluded and have become eager participants in hooliganism. Policies of tolerating misdemeanors and acquiescing in slack educational supervision will clearly be re-thought in the UK. But so also must be the policies creating barriers that shut people out of home ownership.

    There are lessons in the UK developments for Australia. Not the least concerns home ownership. A fundamental cause of the present economic malaise has been over-investment in US housing as a result misguided attempts to foster home ownership through forcing financial institutions to lend to people who were not creditworthy. This was motivated by the hope that the subsequent property stake would lead to an improvement in civil society on the part of those who found themselves excluded.

    These measures failed because they created a housing price bubble. However, removal of cost enhancing planning restraints would not be likely to bring the same housing inflation outcomes (indeed in states like Texas where the artificial price boosting caused by planning restraints is absent, home price inflation and busts has been modest).

    Planning restraints in Australia have created home costs that are six times family incomes (nine times family incomes in Sydney). House prices in Australia are therefore even higher than in England and urgent steps need to be taken to reform the planning policies that have caused this. If this means a society closer to the ideal of a property owning democracy, so much the better.

  • High-density Housing Reflects Dense Government Thinking

    Citizens in Australia’s major cities are becoming increasingly unhappy about what they perceive as the escalating deterioration in their quality of life – traffic congestion, overloaded public transport, unaffordable housing for young people, increases in the costs of basic services and overcrowding. There is little doubt that recent election results and unfavourable opinion polls are partly an expression of this dissatisfaction.

    ‘Save Our Suburbs’ believe that these adverse trends are the result of high-density policies that have been imposed onto communities by state governments. Due to the misleading misinformation that has accompanied these policies, the public may not fully realise the connection between these policies on the one hand and deteriorating standard of living on the other. It is only when one sweeps the propaganda veil aside that one realises how shallow, trivial and sometimes downright deceptive the spin has been.

    We should start out by making it clear that we have no issue with anyone that prefers living in a high-density area or with the free market construction of buildings to fulfill this preference. The issue we have is with the enforced imposition of high density housing upon the bulk of Australians that don’t want it.

    The premise behind this government totalitarianism is that high-density living is better for the environment. They say that people will use their cars less and that greenhouse gas emissions will be greatly reduced. While these two propositions sound very much like commonsense the unfortunate fact is that the data does not bear them out. An idealised Melbourne study currently being quoted assumes that people, no matter where they live, will drive to the central business district daily. This is a completely unrealistic assumption.  Only 9.9 per cent of employment in Melbourne is in the CBD. The majority of destinations for most people in the suburbs lie close to where they live and they do not in fact make daily trips to the CBD.

    To get a better understanding we should look at the Australian Conservation Association’s Consumption Atlas, which shows greenhouse pollution per person in each postal code. The underlying research shows that the actual travel energy used by dwellers in inner Sydney suburbs is more than those in the outer suburbs, even when air travel is excluded.

    When domestic energy is added to travel energy, the energy total for people in the inner suburbs is 22 per cent more than those living in the outer suburbs.  This is because of energy needed in high-rise buildings for communal lifts, scores of individual clothes driers and ever-present security lighting in foyers and garage spaces.

    While we do concede that private transport generates somewhat higher greenhouse gas emissions than public transport, the difference is not nearly as much as people think. Greenhouse gas emissions per passenger kilometer on Sydney City Rail are 105 gm. The figure for the average car is 155 gm. It is much less for modern hybrid vehicles, being a mere 70 gm.

    Furthermore, a study of Melbourne areas shows that the people squeezed into newly converted dense areas did not use public transport to any greater extent and there was little or no change in their percentage of car use compared to living in the previous low-density.
    In fact, traffic congestion increases whenever high-density policies are imposed wherever you are in the world. Any slight increase that may occur in the proportion of people using public transport is overwhelmed by the greater number of people squeezed into that area. The resulting congestion causes higher fuel consumption and dangerous exhaust emissions. The authorities fail to admit that many people still require their cars for getting to the many workplaces, sporting facilities, and relatives and friends homes not easily reached by public transport and for transporting items that are impractical or illegal aboard public transport such as weekend recreation equipment and the family pet.

    High density advocates claim that high-density saves money. This is palpable nonsense. We are all acutely aware that high-density policies have resulted in a dramatic rise in the price of housing, due to the government enforced infill policy causing land scarcity, thereby locking out an entire generation of young people from the housing market. We are also conscious of substantial rises in the cost of services such as electricity, water and sewerage due to the incredibly inefficient modifications required to increase capacity in areas originally designed for lower densities.

    A tragic and often overlooked failure of high-density policies is the adverse effect on human health, especially mental health. There is a considerable body of peer-reviewed research proving the link between density and ill health. An article published on 23 June 2011 by eleven authors in the prestigious scientific journal, Nature, states that the incidence of schizophrenia in city dwellers is double that of people living in less crowded conditions. This article has received worldwide media attention. In view of the serious mental health situation existing in our society, those forcing high-density onto communities that do not want it, should hang their heads in shame.

    We reiterate that we have no issue with those of us that prefer living in a high-density area or with the free market construction of buildings to fulfill that limited demand. What we object to, is having draconian high density policies based on demonstrably faulty premises forced upon the 83 per cent of people that Australian research shows prefer to live in a free-standing home.

    This is especially so when the result is maddening traffic congestion, more greenhouse gases, a creaking and overloaded infrastructure, the young and disadvantaged unable to afford their own home and poorer health outcomes.

  • How to Save Chicago

    The title raises the obvious question: Does Chicago need saving?

    I guess the answer is clear. Aaron Renn published a reviewofthe 2010 census, and for Chicago it was not pretty. Since 2000 the city lost over 200,000 people: nearly 7.5% of its Black residents, and almost 6% on non-Hispanic Whites. Only the Hispanic population grew, but at an anemic 3.4%. Even the metro area writ large isn’t doing all that well, growing by only 3.9% (against the nation’s 10%).

    Los Angeles, described as “a city in secular decline" appealed to the schadenfreude in my heart. As a Chicago booster, the decline of an arch-rival is emotionally (if irrationally) satisfying. But sadly, many of LA’s problems are Chicago’s issues as well: a decline of the central business district, an exodus of major businesses, the disproportionate influence of real estate on local politics, and ethnic politics. Add to that a still vibrant Outfit (mob), a lousy climate, and apart from Lake Michigan, little in the way of natural distinction, and you don’t have a pretty picture.

    Even some gentrification seems to be wearing thin. Walking along Clark St. there are plenty of empty store fronts. It’s beginning to look a little dreary (though still far from a slum).

    That all sounds pretty desperate. But there is some good news as well.

    • My wife and I inadvertently got off the Skyway one exit too soon and wound up driving down 87th St. to Stony Island. This is a thriving, middle-class Black neighborhood. Every storefront was occupied, and there was no graffiti! (Unlike graffiti-scarred Rome, which we also recently visited.)
    • Public transport is alive and well in Chicago. Trains and buses are clean, graffiti-free, and the passengers are civilized.
    • There is lots of affordable housing. Plenty of “luxury apartments” are for rent along Clark St. One can buy a perfectly nice condo for $100K or less. Many neighborhoods have been redeveloped and are really nice; Logan Square is a good example. This is the good side of the real estate bust, and gives the city a huge advantage over, say, New York or San Francisco.
    • Lakeshore Drive, Michigan Avenue, Wacker Drive, and even State Street are as fabulous as ever, especially in nice weather.

    So there is hope, but the patient is sick, and if things don’t change then Chicago could go the way of St. Louis or Detroit.

    So how can Chicago be saved? Here is my advice to Rahm Emanuel, the new Mayor.

    • Forget about the old business model – the world has changed. The days of small-time manufacturing or major banking centers are over. The notion that The Loop is going to be the home of large corporations is past. So concentrate on the new world: what can Chicago do well? I count three things: Residential, Retail, and Tourism. And Chicago has (quite inadvertently) done the residential part right. It’s the other stuff that needs attention.
    • Remember why Sears Roebuck started in Chicago: it was the center of the country. The Windy City is still is the center of the country. It should have the World’s Busiest Airport. It still is the railroad capital of America. It could be the retail capital of America. Chicago – The Loop, Michigan Avenue, Woodfield Mall, all of it – can be where America comes to shop. If relative pipsqueak Minneapolis can make a success of the Mall of America, just think what Chicago can do.
    • So – first step – lower sales taxes! We paid over 10% tax at a restaurant on Rush St. That’s crazy! Reduce sales taxes to 4% (or eliminate them entirely). Perhaps this will mean a decline in government revenue, but so what? It will create thousands of jobs and billions in business. (If politicians were really interested in their constituents rather than their own perks, this would be a no-brainer.)
    • Maintain the neighborhoods. I know the stockyards are long gone, but where is that really good steakhouse in Bridgeport? Likewise, I’m happy to drive to 87th and Stony Island for dinner and good music, but you need to ensure my safety. The city doesn’t need more real estate – it needs more cops, public transit, art, advertising, and street lights.
    • Free parking on Sundays. I know the city has taken a lot of flak for parking, but in principle it works. I parked within a couple of blocks of a fancy restaurant on Rush St. on a Friday night ($6). I parked within a block of Clark & Diversey so my wife could go shopping ($2). Before the new meters I would have had to drive around for an hour to find a place to park, and then it’d be many blocks away. Now it’s easy, and (compared to wasting time and gas) not expensive.

    But free parking on Sundays would bring them in from the suburbs in droves! New York does that, and that’s the only day we drive down to the City. Cut folks a break – it’s good business.

    • Improve public transit. That doesn’t mean new trains, but it does mean more safety. Let me take the train to Chinatown at night and have it be an enjoyable experience. Where is the convenient bus to Hyde Park? Why can’t I buy a tourist day-pass or a weekend pass for the CTA at my local station? And why do the ticket vending machines not accept credit cards? Oh, and if you do have an extra train or two, why not run A and B express trains on the Red Line? They did that 25 years ago.
    • Keep the cows. I don’t mean the stockyards, I mean the art. Of course the actual street-corner cows are passe, but Marilyn Monroe isn’t – she works. Use your architecture, your waterfront, your grand vistas. Use your imagination.

    Here is the key:  for Mayor Emanuel and for all politicians. The citizens have to earn money before you can tax it. Exorbitant sales taxes just spoil it for everybody. Yes, I know you need to spend money on schools and welfare and public-employee pensions. But you can’t do that if the money isn’t there in the first place.

    So get Chicago open for business. Lower sales taxes. Ensure public safety downtown and in the neighborhoods. Invest a little in mass transit. Give up just a bit of the parking revenue. Chicago is a great tourist and shopping destination, better than Rome in every way except ruins. Allow your citizens to cash in before Chicago itself becomes a ruin.

  • Australia Central Banker: Higher House Prices a “Social Problem”

    Glenn Stevens, the Governor of the Reserve Bank of Australia expressed concern about the growing gap in housing affordability in the nation to a parliamentary committee on Friday. Stevens raised questions about the cost and supply of housing, asking:

    "How is it that we can’t add to the dwelling stock for the marginal new entrant more cheaply than we seem to be able to do," he asked.

    According to an article in the Perth Western Australian ("High price of homes ‘stealing future’") Stevens went on to say that key State and local government issues around supply, zoning, transportation and infrastructure seemed to be making a simple block of land more expensive than was necessary.

    Virtually all of Australia large urban areas have implemented urban containment policies (called "urban consolidation" in Australia and "smart growth" in the United States). The result has been to increase house prices from 2 to 3 times the historic norm relative to incomes. These price increases are consistent with the overwhelming economic evidence of a strong association between urban containment policies, especially those that ration land for development through devices such as urban growth boundaries.

    The Chairman of the Reserve Bank of New Zealand has identified a 10-times "across the urban growth boundary value" difference per acre in Auckland, which is similar to findings in Portland, Oregon.

    Stevens concluded his housing comments noting that: "There’s a very big inequality between generations building up and I think that’s a social problem as much as any economic point."

  • New Zealand Leader Focuses on Association between High House Prices and Growth Management

    ACT Party leader Donald Brash, who served from 1988 to 2002 as the Governor of the Reserve Bank of New Zealand (similar in function to the Federal Reserve Board) has noted the poor housing affordability in New Zealand and its connection to growth management policies (called by various names, such as "smart growth," "growth management," "compact cities," "densification" "prescriptive land use regulation" and "urban consolidation").

    In an August 25 speech Brash said:

    "It is impossible to avoid the conclusion that the interaction of the RMA, the Local Government Act and local government staff all over the country has produced a major obstacle to improved living standards.

    One of the ways this has happened is through the way in which this interaction has pushed the price of housing well beyond the reach of far too many New Zealanders – or more accurately, has pushed the price of residential land well beyond the reach of far too many New Zealanders.

    We know, from the annual surveys undertaken by the Demographia organisation, that housing in our major cities is now among the most expensive in the world, relative to household incomes. And why? In large part because too many local governments have quite deliberately limited the supply of residential land.

    Arthur Grimes, now chairman of the Reserve Bank, found that the effect of the Metropolitan Urban Limit imposed by the Auckland Regional Council had increased the price of land just inside that Limit by some 10 times compared with the price of land just outside the Limit.

    This is absolutely nuts, in a situation where New Zealand is one of the most under-populated countries in the world, and where Auckland is one of the most densely populated cities in the world – in terms of people per square kilometre, Auckland is more densely populated than Vancouver, Melbourne, Portland, Adelaide, Perth or Brisbane.

    I’m delighted that one of the first projects of the newly-established Productivity Commission is to look into the affordability of housing."

    The finding of a 10-times "across the urban growth boundary value" difference per acre in Auckland, is similar to findings in Portland, Oregon.

    Dr. Brash had previously written (the "Median Multiple is a measure of housing affordability, with higher number indicating less affordable housing. It is the median house price divided by the median household income):

    "… the one factor which clearly separates all of the urban areas with high Median Multiples from all those with low Median Multiples is the severity of the artificial restraints on the availability of land for residential building"

  • Biggest Boomer Towns

    The boomer generation, spawned (literally) in the aftermath of the Second World War, will continue to shape the American landscape well into the 21st Century. They may be getting older, but these folks are still maintaining their power. Those born in the first ten years of the boomer generation  — between 1945 and 1955 — number 36 million, and they will continue to influence communities and real estate markets across the country, especially as they contemplate life after kids and retirement.

    Much has been written about where “empty nesters” might move as their children move off on their own. One longstanding favorite is the notion that, having jettisoned their children, the boomers will also desert their suburban communities for the bright city lights.

    Unfortunately for developers — some of whom have invested heavily in high-end housing for urbanizing “empty nesters” — the actual data do not support this thesis. Indeed, our analysis of migration by this cohort in the past 10 years shows a 10.3% decline among core city dwellers, a loss of some 1.3 million people over the past decade. For this analysis, Forbes, with the help of demographer Wendell Cox, looked at population numbers from the Census for boomers aged 45 to 54 in 2000 and compared them with the numbers for those ages 55 to 64 in 2010.

    These population changes include reductions due principally to deaths. Census data do not include mortality information. This cohort lost 3.2% of its population over the 10 years. This would only marginally reduce the changes between 2000 and 2010, while the scale of differences between the metropolitan areas would be identical.

    So where are these surviving boomers settling as they enter their likely extended golden years?  The results may surprise urban boosters who have confidently expected them to flock downtown.

    To be sure, a few of the highly affluent — the ones mentioned in the mainstream media — may purchase homes, or pied-à-terres, in places like Manhattan, Chicago’s Gold Coast or San Francisco. But these areas actually have suffered an exodus of boomers over the past decade. In our ranking of the 51 largest metros in the U.S., the urban cores of San Jose, San Francisco, Los Angeles and Chicago scored near the bottom, suffering double-digit percentage losses of boomers. According to the last Census, New York’s urban core, which the Daily News suggested is packed with aspiring seniors, lost 12% of boomers in their mid-50s to mid-60s  — or about 274,000 people.

    Over the past three years  you could blame this loss on the economy, which has postponed retirements brought home many of the boomers’ young, largely unemployed or underemployed children back to the suburban homestead. Or you can credit it to more active lifestyles among boomers who appear to working later than ever. According to a Careerbuilder.com survey, over 60% of workers over 60 indicated they are postponing retirement.

    Yet perhaps something more profound is at work here. An analysis of those who were 55 to 65 in 2000 and 65 to 75 in 2010 reveals an even stronger anti-urban bias, with an over 12% drop in city dwellers. Since these folks are far less likely to have kids at home and more properly retired, this cohort’s behavior suggests that aging boomers are if anything less likely to move to the cities in the next decade.

    Indeed, if boomers do move, notes Sandi Rosenbloom, a noted expert on retirement trends and professor of Planning and Civil Engineering at the University of Arizona, they tend to move to less dense and more affordable regions. The top cities for aging boomers largely parallel those that appealed to the “young and restless” in our earlier survey. The top ten on our list are all affordable, generally low-density Sun Belt metros:

    1. Las Vegas, Nev.
    2. Phoenix, Ariz.
    3. Tampa-St. Petersburg, Fla.
    4. Orlando, Fla.
    5. Riverside-San Bernardino, Calif.
    6. Raleigh, N.C.
    7. Austin, Texas
    8. San Antonio, Texas
    9. Jacksonville, Fla.
    10. Charlotte, N.C.-S.C.

    But according Sandi Rosenbloom, a noted expert on retirement trends and a professor of planning and civil engineering at the University of Arizona, most boomers are staying put, largely in the suburbs they settled in decades ago.  The propensity to move, she points out, starts to drop precipitously as people leave their early 30s. Roughly 1 in 3 people in their 20s move in a given year; by the time they enter their 40s, that figure slides to about 1 in 10. As people age into their 50s and beyond, the percentage drops to roughly 5%, or 1 in 20.

    “The boomers are staying put more than anyone thought,” Rosenbloom says. “People of that generation tend to own their own homes and stay there. The idea that they are moving to the city really comes from the wishful thinking school of planning.”

    The recession has exacerbated this stay-at-home trend. The number of people moving is at its lowest level since the early 1960s. When boomers do decide to move, Rosenbloom notes, they do so largely for prosaic reasons, such as being closer to children or, more important, grandchildren.

    Others succumb to the temptation to cash out expensive housing in metros like New York, Los Angeles, the Bay Area or Boston for less costly residences in Sun Belt locales. Housing in and around these core cities, particularly in attractive neighborhoods, Rosenbloom adds, are simply too expensive for the vast majority of budget-conscious seniors.

    Much of this also has to do with the lifestyle preferences of both boomers and seniors, which appear far different than those put forth by urban pundits. People over 55 that Rosenbloom has interviewed usually express a preference to stay or relocate in places that are less crowded and congested. Furthermore, most are reluctant to give up their cars, and many are less able to walk than drive. This may explain why most retirement communities end up on the urban fringe or farther.

    This trend — which Rosenbloom has also encountered in the U.K., Australia, Canada and New Zealand — is also reflected by the growing shift to smaller towns and cities among both aging boomers and seniors. The “young and restless” may head to suburbs, particularly in the lower-cost Sun Belt cities, but some older Americans appear headed to even less densely populated regions. Over the past decade over 1 million aging boomers and seniors moved to more smaller cities and rural locations from suburban or urban locations.

    What do these trends suggest for the future of our communities and real estate? For one, the big opportunities for selling to aging boomers will remain primarily in the suburbs and some select more rural locations. We also can expect the new senior citizens to move to more affordable places close to their children.

    These findings do provide some long-term hope for the housing market, particularly in suburbs. Leading demographers have been busy predicting a massive drop-off in single-family homes as boomers retire and their children leave. Yet our analysis on the Census reveals that most boomers — as well as those older than them — are staying in the suburbs a lot longer than expected. Many will likely to stay in their homes and old neighborhoods well into their 70s or even 80s, leaving either their home either in an ambulance or to an assisted living facility.

    Developers and planners anxious to service aging boomers should, instead of building downtown towers, address the needs of this generation precisely where they now live and are likely to stay. This could include adding to new residential options in the suburbs to enlivening local shopping districts while boosting senior services in everything from recreation and public safety to health care. As the rock and roll generation heads toward its dotage, both business and communities need to adjust their strategies based not on fantasies but on the realities so clearly evidenced by the Census.

  • The Evolving Urban Form: Los Angeles

    Los Angeles has grown more than any major metropolitan region in the high income world except for Tokyo since the beginning of the twentieth century, and also since 1950.  In 1900, the city (municipality, see Note) of Los Angeles had little over 100,000 people and ranked 36th in population in the nation behind Allegheny, Pennsylvania (which has since merged with Pittsburgh) and St. Joseph Missouri (which has since lost more than one quarter of its population).

    As people moved West in the intervening decades and especially after World War II, the Los Angeles area exploded in population. By 1960, the Los Angeles metropolitan area, which was then and is now composed of Los Angeles and Orange counties, had passed Chicago to become second in population only to the New York metropolitan area. It was to take considerably longer for the city of Los Angeles to pass the city of Chicago as the nation’s second largest municipality, though this occurred by the 1990 census.

    The Los Angeles combined statistical area (analogous to the former consolidated metropolitan statistical area) is made up of three metropolitan areas, Los Angeles, Riverside – San Bernardino and Oxnard (Ventura County). This combined area covers 35,000 square miles or more than 90,000 square kilometers. This is a land area nearly as large as that of Hungary and larger than Austria. The overwhelming share of the CSA is rural, with less than 10 percent of the land area developed.

    Growth from 1900: The CSA had only 250,000 people in 1900, though grew to nearly 5,000,000 in 1950. By 2010, the population was nearing 18 million, a figure not much less than that of Australia, at 22 million (Table 1). Indeed until 1990 the Los Angeles CSA population was closing in on Australia. However, since that time population growth in the Los Angeles area has slowed considerably and Australia should remain larger.

    The city of Los Angeles had grown 88 percent from 1950 to 2000, but over the past decade added only three percent to its population. Even more spectacular declines in growth occurred in the rest of the CSA. For example, Orange County had grown 1200 percent between 1950 and 2000 yet grew only six percent in the last decade.

    Growth: 2000 to 2010: The population growth in the Los Angeles CSA was widely dispersed and away from the core. The central area (urban core) of the city Los Angeles extends from the Santa Monica Mountains to South Los Angeles and from the boundaries of Beverly Hills, West Hollywood and Culver City to East Los Angeles grew only 0.7 percent. Uniquely, the central area densified strongly between 1960 and 2000, while other urban cores nearly all declined in population, whether in the United States or Western Europe. Much of this was due to strong immigration from Mexico, other parts of Latin America, as well as Asia.

    The inner suburban ring, which includes the balance of Los Angeles County south of the Santa Susana and San Gabriel Mountains as well as the older northwestern Orange County suburbs grew by 1.5 percent. Within this area, 32 inner suburbs (all in Los Angeles County) grew from 1.766 million to 1.767 million (0.1 percent) from 2000 to 2010 (Note 2).

    The outer suburbs, which include the balance of Orange County (including the Mission Viejo urban area) and the western portions of Riverside and San Bernardino counties (including the Riverside – San Bernardino urban area) grew 19 percent.

    The exurban areas, which include areas outside the core urban areas of Los Angeles, Riverside-San Bernardino and Mission Viejo grew 30 percent. The hot spots included Ventura County, the Santa Clarita Valley, the Antelope Valley, the Victorville-Hesperia area, the Coachella Valley (Indio-Palm Springs), the Hemet area and the Temecula-Murrieta area. An argument could be made that Temecula-Murrieta would be in the San Diego metropolitan area if metropolitan areas were defined by smaller area units, such as municipalities (as in Canada) or census tracts. The exurban areas are more attractive to residents at least in part because of considerably less expensive housing and their greater availability of detached houses than in the three core urban areas.

    More remote areas of the desert extending to the Nevada and Arizona borders added 42 percent to their population (Table 2, Figure 1 and 2).

    City of Los Angeles: The dispersion of population was also evident in the city of Los Angeles. For decades, the city of Los Angeles has grown strongly. Approximately one-quarter of this growth since 1960 has been the densifying central area, as noted above.

    However, little noted is the fact that most of the city’s growth was greenfield suburban in nature, built at low and moderate densities and largely car-oriented. For most of the past fifty years the growth has been “over the hill” in the San Fernando Valley, a formerly rural area which was annexed by the city before 1930. Between 1950 and 2010, the population of the San Fernando Valley grew from 300,000 to 1,400,000. Thus, the Valley grew like virtually every fast-growing historical core city in the nation that has grown since 1950, by filling up empty land (Figure 3).

    Much has been written about the “Manhattanization” of the Los Angeles core. However, with only 13 towers more than 550 feet, downtown Los Angeles is no threat to Manhattan, with more than 125, or even Chicago with more than 70. Further, job growth is stagnant, with virtually no change in private sector employment over the last decade, despite substantial government subsidies.

    Between 2000 and 2010, the central area grew at its slowest rate since the 1950s, growing by only 0.7 percent to its population, growing only 12,000 (to 1,764,000) or barely 12 percent of the city’s growth. Nonetheless, and contrary to the reputation of Los Angeles, the central area is very densely populated, at approximately 14,000 people per square mile, with the highest density census tracts having more than 90,000 residents per square mile. Among the nation’s largest municipalities, only New York and San Francisco are denser than central Los Angeles.

    The big story in growth was on periphery. The San Fernando Valley captured 70 percent of the city’s growth in the 2000s, with considerable greenfield expansion in the hills north of Chatsworth and Northridge. Even so, the Valley’s growth was only five percent. The western portion of the city, which extends from the Santa Monica Mountains to Los Angeles International Airport, grew three percent and accounted for 13 percent of the city’s growth. The Harbor area added two percent to its population and accounted for five percent of the city’s growth (Figure 4).

    The Future: Growth or Stagnation? After more than a century of spectacular growth, Los Angeles demographic juggernaut is stagnating and could conceivably go in reverse due to declining immigration, an exodus of middle class and working class families.  Indeed Even the strong growth in the outer suburbs and exurbs was not sufficient to drag the regional population increase (9 percent) up to the national rate of 10 percent between 2000 and 2010.

    The immediate prognosis should be for even slower growth. The financial, regulatory and cost of living disadvantages of California are widely recognized by households and businesses alike. With stronger regulations in the offing, such as the stronger land use restrictions likely to occur as a result of Senate Bill 375, any future growth on the periphery could be dampened. Even with multi-billion support in terms of tax breaks and public investment, the central core seems unlikely to come close to making much of a real difference, at least beyond the media.  Los Angeles may not be on the road to Rust Belt stagnation, but the dynamism of the last century is no more.

  • California Wages War On Single-Family Homes

    In recent years, homeowners have been made to feel a bit like villains rather than the victims of hard times, Wall Street shenanigans and inept regulators. Instead of being praised for braving the elements, suburban homeowners have been made to feel responsible for everything from the Great Recession to obesity to global warming.

    In California, the assault on the house has gained official sanction. Once the heartland of the American dream, the Golden State has begun implementing new planning laws designed to combat global warming. These draconian measures could lead to a ban on the construction of private residences, particularly on the suburban fringe. The new legislation’s goal is to cram future generations of Californians into multi-family apartment buildings, turning them from car-driving suburbanites into strap-hanging urbanistas.

    That’s not what Californians want: Some 71% of adults in the state cite a preference for single-family houses. Furthermore, the vast majority of growth over the past decade has taken place not in high-density urban centers but in lower-density peripheral areas such as Riverside-San Bernardino. Yet popular preferences mean little in a state where environmental zealotry increasingly dictates how people should live their lives.

    Some advocates do cite market forces to justify their policies. Economists on the left and right have cited the recent housing bust as proof that homes are not great investments, suggesting people would be better off leaving their money to the tender mercies of Wall Street speculators. Some demographers also suggest that young people will choose to live in high-density regions throughout their lives and that as boomers age they too will opt out of suburbs for urban apartment living.

    These “facts” may be more grounded in academic mythology than reality. Some widely quoted experts, like the Anderson Forecast at UCLA, cite Census information to say that demographics are shifting demand from single-family homes to condos and apartments, although the Census asked no such question. These experts also fail to address why condo prices have dropped even more in the major California markets than single-family home prices; the percentage of starts that come from single-family houses shifts from year to year, but last year’s number tracks around the same level as seen in the 1980s.

    Perhaps the biggest weakness in the analysis lies with long-term demographic factors. As I wrote last week, many of the “young and restless” folks whom city planners try to court tend to move into suburbs and affordable low-density regions as they grow older and begin starting families. Similarly, the vast majority of boomers, according to AARP, want to remain in their old homes as long as possible. Most of those homes are located in suburban, low- to medium-density neighborhoods.

    But who needs facts when you have religion? Take the Association of Bay Area Governments (ABAG) and Metropolitan Transit Commission’s (MTC) new “sustainable communities strategy,” a document designed to meet the requirements of the state’s draconian anti-greenhouse gas legislation.

    This “strategy” seeks to all but reduce growth in the region’s lower-density outer fringe – eastern Contra Costa County as well as the Napa, Vallejo and Santa Rosa metropolitan areas — which grew more than twice as fast as the core and inner suburbs. Instead the ABAG-MTC projects a soaring increase in demand for high-density housing and its latest “vision” report calls for 97% of all the region’s future housing be built in urban areas, virtually all of it multi-family apartments, to accommodate an estimated 2 million residents

    The projections underpinning ABAG’s strategy are absurd. Over the past decade the population of the region’s historic core cites San Francisco and Oakland — where much of the dense growth would be expected to take place — increased by 1.7%, compared with 6.5% for the suburbs. Overall regional growth stood at a modest 5.1%, roughly half that of the previous decade and just about half of the national and state averages.

    Given this record, a more reasonable assumption would be population growth at something closer to 1 million, half the projected amount. Assumptions about the economy to support even this growth are also dubious. The ABAG report, for example, fantasizes that by 2030 the Bay Area will increase its employment by 900,000 — a neat trick for an area that overall lost 300,000 positions over the past decade.

    So, why wage war on the house? Some greens seem to regard the single-family house as an assault on eco-consciousness. Yet in many cases, these objections are overstated. Research supporting higher-density housing , for example, has routinely excluded the greater emissions from construction material extraction and production, building construction itself and& greenhouse gas emissions from common areas like parking levels, entrances and elevators.

    Further, higher densities are associated with greater congestion, which retards fuel efficiency and increases greenhouse gas emissions, a factor not sufficiently considered. Given that less than 10% of Bay Area residents take transit — and barely 3% in its economic engine Silicon Valley — higher density likely would create greater, not fewer, emissions.

    The ABAG report also studiously avoids mentioning the potential greenhouse gas reductions to be had by expanding telecommuting, which is growing six times faster than the fervently pushed transit commuting in the region. The Silicon Valley already has 25% more telecommuters than transit users. Clearly, by pushing telecommuting, you could get big reductions in GHG without a “cramming” agenda.

    Ultimately the density agenda reflects less a credible strategy to reduce GHG than a push among planners to “force” Californians, as one explained to me, out of their homes and into apartments. In pursuit of their “cramming” agenda planners have also enlisted powerful allies – or perhaps better understood as ”useful idiots” — developers and speculators who see profit in the eradication of the single family by forcibly boosting the value of urban core properties.

    In the end, however, substituting religion for markets and people’s preferences is counterproductive. For one thing, people “forced” to live densely will find other places to live the way they like — even if it means leaving California. This is already happening to middle class families in places like San Francisco and may soon be true of California’s traditionally middle-class-friendly interior as well.

    In the end, two markets are likely to grow in the Bay Area. One is low-end rental housing for students and an expanding servant class — after all Google millionaires need people to walk their dogs and paint their toenails. The other is luxury retirement facilities for the region’s growing population of aging affluents. Once a self-consciously “cool” youth magnet, Marin County, for example, is now one of the country’s oldest urban counties, with a median age of 44.5; San Francisco is headed in the same direction.

    Developers can drool over the prospects of building high-end assisted living joints for all those aging hippies who made their bundle during the state’s glory days and settled into places like Mill Valley. After all, unlike young families, these affluent oldsters will be able to afford indulging in the state’s mild climate, natural food restaurants and brilliant scenery. And with easily accessible medical marijuana and a good sound system for playing Grateful Dead recordings, the gray-ponytail set could be in for a hell of a good time, at least as long as it lasts.
